Display of current BIRCH version

We need a good mechanism for displaying the current BIRCH version, whether Development or stable, on both the BIRCH web site and the command-line login message.
1) For the browser, it should be placed directly into the home page by customdoc.py, rather than being included in WhatsNew.html.
2)For the login message, would it be possible to generate that on the fly for each login, rather than having it be a static message in $BIRCH/local? Or maybe eliminate it from $BIRCH local altogether.
3) In birch launcher, maybe we should have some menu item that opens the Release Notes, displaying the current version.

1) customdoc.py replaces two pseudocomments in public_html/index.html with version and date linked from local/public_html.
2) local/admin/Login_Message is now an obsolete file in BIRCH, and is no longer printed from login scripts.
3) A link to Release Notes has been added to the Documentation menu in the BIRCH launcher and in birchadmin.
