BioPCD - error popup if no data is selected

One of the most common problems people have with BioLegato is that people try to run a program without selecting any data.
That is perfectly legitimate for launching programs that don't need data, or in cases like the BIRCH launcher, where all programs are launched without selecting data.
We need to add something to BioPCD that specifies whether data must be selected before launching a program. If you try to open the menu without first selecting data, BioLegato should beep, and popup a window message saying that no data was selected.
