    Opportunity: NCS - Systems Analyst/Technical Writer (#1004) @ Social & Scientific Systems, Inc.--Rockville, MD (US)

    Social & Scientific Systems, Inc. is looking for a Systems Analyst/Technical Writer to support the Information Management System (IMS) contract for a large 5-year Federal project supporting the National Children's Study (NCS).


    The Systems Analyst/Technical Writer will be responsible for providing expertise for a large information management system and associated applications.
    The ideal candidate must have solid knowledge of and expertise with software development lifecycle and with various development methodologies. This position requires experience in: (1) coordinating the development, review, and implementation of systems specifications for large survey data collection activities, (2) developing systems documentation, user guides, training materials and associated documents while adhering to Section 508 compliance standards, and (3) coordinating with project staff, other contractor staff, and Federal government clients to ensure a common framework for tracking data structure and system changes across large projects.

    Duties and responsibilities include:
    • Provides technical writing skills and computer systems expertise to design system-related documentation and technical reports in accordance with Section 508 compliance regulations.
    • Develops software user guides, quick reference guides, and related system documentation from a variety of medium, including draft technical documents, software products, technical charts, and diagrams prepared by project staff.
    • Creates Section 508 compliant documents using Adobe Acrobat Professional, including manual and automated checks.
    • Supports development of system-related training materials.
    • Provides input into the development of the Manual of Operations and Procedures (MOP) for survey data collection systems, and all revisions/updates to the MOP with a focus on translating complex technical instructions for users of the systems.
    • Develops and maintains project SOP's in accordance with FISMA moderate standards, and participate in security audit activities when required.
    • Consults with senior project staff and clients to support requirements development of applications and systems, develops and interprets detailed specifications, and works with client and other contractors to ensure the successful development of the applications.


    • Bachelor's degree or equivalent experience, plus 8 or more years of related experience with a high level of proficiency in software applications and operating environments
    • Solid understanding of web-based application development, including at least 4 years of experience with developing technical documentation and training
    • Section 508 accessibility remediation using Adobe Acrobat Professional, including manual and automated checks
    • Experience with Microsoft Office products, including PowerPoint, Word, and Excel
    • Excellent written and verbal communication skills
    • Ability to manage multiple assignments and meet deadlines
    • Resourceful, self-motivated, and able to work collaboratively
