This program was originally prepared under the auspices of the National Institute of Justice to analyze crime data on Geographic Information Systems for police agencies, but it will work with any kind of point data (and presumably any kind of vector space, as well as GIS layers). It is especially good at mapping first order 'hot spots' (clusters) and second order 'hot spots' (clusters of clusters). You can download Version 2.0 for free from the site indicated above.
