You're right, it's down for everyone...

These might help:

Use this to change your "cran-latest-r.list" APT sources file:

> deb https://<my.favorite.cran.mirror>/bin/linux/ubuntu trusty/

Mine looks like this:

> #Latest R-cran packages
> #deb http://www.stats.bris.ac.uk/R/bin/linux/ubuntu trusty/

However, we are also using Michael Rutter's PPA:
