The last time my employer sent me to a course was October 1996, at IBM in London (I was sysadmin for a 64-node SP2). He was so tight with the money that I couldn't afford a hotel, and stayed in a youth hostel (Rotherhide). It was nice, and I enjoyed myself, but would've preferred that the decision came from ideology, rather than out of economic necessity.
A magazine? I can't get USENIX/SAGE membership...
