It does seem to be rather sick at the moment.  I'd try the NCBI helpdesk, 
given that it was a 'supported' service a while ago:

In the mean time, if you just need just blastDB you could give biomirror a 
whirl, they are currently up and recent at least from over here in Cambridge:
