[ghemical-users] ghemical-2.99.1 released ; a file was missing

Hello all,

I'm sorry to report that a file local_i18n.h was missing from the release packages
(it was only in version control, in the bioinformatics.org svn). Sorry for the
inconvenience! I hope the latest version 2.99.1 works smoother...
