Are you attempting to run Loci under Windows or just unpack it there? 
Loci will execute only in a UNIX environment; it's not made for Windows. 
I'm not sure if we made it that clear on the Web site.

Either way, Loci is not a functional application yet.

Let me know what you want to do with Loci.  If you must use WinZip, I can
put it in to a zip file for you.
