Overflow is for APPLICATION DEVELOPMENT and GMS/Loci are for APPLICATION INTEGRATION. And if we look at Overflow as being an APPLICATION too, we can run Overflow WITHIN GMS/Loci. I think we could consider any unspecified application running under GMS/Loci as a blank slate for an Overflow application to be developed.
