[Pipet Devel] new idl

Hello all;
    Jarl and I did some more talking and work on the idl, and here is 
the updated version for your reading pleasure. Note that I am using 
the DL, BL, PL naming conventions, but this can be easily changed 
depending on what we decide for names (how about D, B, P for maximum 
lack of redundancy :-). This is a sort of _finalized_ idl for now (ie. 
Jarl and I both seem to like it) so comments from everyone are *very* 
welcome. Have fun with it!
