As far as cvs is concerned, it does not care what the directory hierarchy is and makes not difference between "modules". So if you tell piper users to download separately piper/doc/, piper/src and piper/test-suite or piper/website, you'll get the same result, but "everything piper" will have a single root instead of having many piper children of /cvsroot. You do "cvs co piper/doc" or "cvs co piper/website" when you want part of it and do "cvs co piper" when you want everything.
