...without knowing a lot more about your scenario its hard to give any good recommendations...

If you're not producing large volumes of primary data from devices in house you might want to see if  Amazon EC2 to see if it might fit your needs.

What would be your recommendations for building a cluster of ~20-30

I think more medium power machines would provide higher throughput than
 
fewer super power machines, especially, while performing genome-wide 
analyses.

What would you recommend for hardware brands and specs and OS?
