Compare BIRCH versions on update

During an update, GetBirch now checks the version number and timestamp of the existing copy of BIRCH, and prevents the installation of an older copy of BIRCH on top of a newer copy of BIRCH. It is impractical to downgrade to an older version of BIRCH, because the changes to $BIRCH/local would have to be reversible for all possible versions of BIRCH that might be on a user's system. Therefore, we make it impossible to downgrade. You can only upgrade to a newer version.
