[Biococoa-dev] New BCSequenceDNABase

Attached, you should find the DNA base implementation.  I need to both go
back and header-doc this, and create the full set of bases in the .plist
file.

Right now, it compiles without warnings (so somebody with privileges can
commit it to CVS), but it will fail miserably in use until the rest of the
bases are defined.
