The one "independent study" claiming this, that I have seen, was funded 
by Microsoft:

In any case, it is easy enough to make Linux appear to be more expensive 
than Windows: use common tasks for which there are polished (i.e., user 
friendly) apps already written for Windows, and then consider that you 
may need to *HIRE* a sysadmin and a programmer to do the *EXACT* same 
thing on Linux (because, "Linux is *NOT* user friendly").  See this rant

(Notice that Ms. DiCarlo's example of Linux on an IBM mainframe is not 
followed by a description of the Window's alternative.  That's because 
there isn't any.)

Of course, if you are not using your systems for common tasks but for 
things such creating clusters for scientific research, you can throw 
Microsoft^H^H^H^H^H^H^H^H^HIDC's claim out the window (no pun intended).
