You need to have the locale installed. It can be done manually, using
localdef. With debian, the correct way to do that is sto uncomment the
appropriate line(s) in /etc/locale.gen and then run locale-gen

OK, many thanks ; the command
LANG=fr_FR.UTF-8 gchempaint
works now as expected!

Now I can start experimenting with ghemical...
