Another change to the proposed structure:

I'd move

loci/
    desktop/
        themes/
            icons/         (currently under pixmaps)

to

loci/
    backends/          (this is where shared backends will be kept)
        icons/         (currently under pixmaps)

Why, and why not symbols?  Because icons are specific to backend applications;
symbols are not.
