This is a "non-commercial only" license. It's not L/GPL. It says that you can make a derivitative work (which is I guess what you're doing), but that you have to let them know. I don't know what they will allow for the licensing of our derivative. We should (1) contact them (if there is anyone to contact), (2) tell them what we want to do with the library, and (3) ask if we can relicense the derivative under the L/GPL or ask if they really don't care what we do.
