Does UNINSTALL-birch.py need to run nobirch.py?

Original submission:
If a BIRCH install is deleted without running nobirch, that can make it impossible to subsequently run any shell scripts, because of the #birch lines still in the .rc files.
Also - in admin.uninstall, need to update the list of .rc files from which #birch lines are purged. .bashrc is missing, and probably a few more.

Rearranged order of events in UNINSTALL-birch.py to make the process more robust to failures. Now calls nobirch.py only for a Permanent uninstall. -P option added to tell UNINSTALL-birch.py that a permanent install is being done. Will move admin.uninstall to admin only in a permanent uninstall.
Also tested running UNINSTALL-birch.py from birchadmin. This now seems to be very reliable.
