BIRCH includes a mechanism for making documentation web-readable, if BIRCH is installed on a system running a web server.

During an update of an existing BIRCH system, URLs for local documentation should be changed to run through the local web server. However, birch_install.py was not correctly reading these settings from $BIRCH/local/admin/BIRCH.properties. This has now been fixed.
