Upload File Error

I am having trouble uploading files.  I have even gone so far as to modify the config file to allow every file type with no success, I cannot upload any file.  Every time I try to upload I receive Error windor.tiff.

Any thoughts would be helpful since our department IT guru's are stumped.

OS X 10.4.9
PHP Enabled in OS X
MySQL 5.0.41
