This seems to be related to permissions in BIRCH itself, preventing files from being properly executed.
Steps to reproduce:
Run nobirch script on existing BIRCH installation as module.
Expected results:
Launch is removed, and can be restored when a new user is added.

This seems to be fixed on all platforms, reopen it if not. The times when it does fail seem to be related to permission issues caused by other bug fixes.

Dale - I haven't seen this happen. Since you reported it, and you wrote relauncher.py, it's probably best if you take this one.
