bug mail and attachments

I cannot find any email related bug settings, even after getting admin status, there also still does't appear to be any way to attach (logs, patches, screenshots) to the bugs. These features are normally present in bugzilla, so may well just not be able to access them.
Who might be the person to talk to about having access to these features granted?

Regarding attachments - I sent a message to the sysadmins and they have it on their list:
