Reorganization of New Install vs. Update in Wizard
Original submission:
We shouldn't have to put in a BIRCH administrator's email address
for an update, only for a new install. I think the best way to
do this is to reorganize the first page of the install wizard.
I will send Dale, by email, a mockup page to show what I mean. The mockup also
makes the page simpler.

I like the change you suggested and fully agree. Ive implemented the changes but have not yet tested them, as I have to head out right away.
