can't retrieve details of a bug in TOL SF Project

If I look at all the open bugs for the "TOL SF Project" and I attempt to click on the link
https://bioinformatics.org/bugs/?func=detailbug&bug_id=85&group_id=1
for the bug tracking number for more details I get the message:
"Bug not found
You can get this message if this Project did not create bug groups/categories. An admin for this project must create bug groups/categories and then modify this bug."
