Release notes:

MolTalk Version 1.0a for Windows All-in-one installer contains: GNUstep libraries and environment, StepTalk libraries and environment and MolTalk library and interpreter. Further, the package contains example script files and .bat to launch them. Unzip .zip then execute .exe file. Install to something like C:Program_FileMolTalk. At the end open a command prompt and change to that directory. Try to launch the examples.
