Opportunity: Senior Common Data Elements Analyst @ Medical Science & Computing -- Bethesda, MD (US)

SUMMARY
Medical Science & Computing, Inc. is searching for a Senior Common Data Elements Analyst to support the National Institutes of Health (NIH). This opportunity is a full-time position with MSC and it is on-site at NIH in Bethesda, MD.
RESPONSIBILITIES
Duties and Responsibilities:
- Conduct an assessment of existing HHS-supported Common Data Elements (CDEs) and patient assessment instruments and definitions relevant to CER, in conjunction with relevant NIH-wide committees and other stakeholders, as a basis for priority setting, selection, and identification of gaps. Work with the technology team to create a web portal listing of these CDEs.
- Engage relevant NIH working groups to draft proposed guidance about the use of standard CDEs and patient assessment instruments in CER for use in relevant funding announcements.
- Develop a detailed technical design for robust storage of and access to CDEs and patient assessment instruments that:
- Supports seamless integration with and use of the NLM Vocabulary Value Set repository
- Is consistent with the analogous infrastructure being designed and developed for clinical quality measures reflects input from ONC, participants in the S & I Framework, the Health IT Standards Committee, and other relevant stakeholders.
REQUIREMENTS
- Extensive knowledge and experience in biomedical informatics
- Extensive knowledge of ISO/IEC 11179 – Metadata Registries Standard
- Demonstrated experience of following:
- System/solution architecture
- Data modeling and database design
- Application framework architecture and design
- Web 2.0 technology and implementation
- Hands-on in all phases of SDLC
- Unix/Linux environment
- Very good communications and interpersonal skills. Ability to communicate well with domain stakeholders (such as Medical doctors, terminology expertise, clinical researchers, etc.), as well as technical developers.
- Good team player
PREFERENCES
Highly Desirable:
- Common Data Elements (different domains - often used in clinical studies), CRF modules (logically organize CDEs for data collection)
- Clinical research and practice Instruments such as a survey, questionnaire, test, scale, rating, or tool designed to measure the variable(s), characteristic(s), or information of interest, a behavioral or psychological characteristic, etc. For example The Patient-Reported Outcome Measurement Information System (PROMIS) instruments
- Three plus years of working experiences in NCI research projects
- Demonstrated experience or solid knowledge of HL7 implementation
- Medical terminology standards like ISO 17117, CTS2
- Web portal design and implementation
- Section 508 and accessibility
- Knowledge or experience of research methods, measurement, and biostatistics
