    BACKGROUND

    SRA has an opportunity for a Bioinformatics Project Manager to lead a team of professional bioinformaticians and software engineers to implement leading edge analytical methods and software solutions for the Centers for Disease Prevention and Control (CDC), Office of Infectious Diseases (OID). Advanced Molecular Detection (AMD) methods, including genomics and Next Generation Sequencing (NGS) technologies, are dramatically changing the way public health diagnostics and surveillance are being approached and driving the need for robust analytical tools and data management solutions for the Agency. SRA's OID Team is at the forefront of these transformations and will contribute to how CDC applies these tools to reduce the burden of infectious diseases in the United States and globally.

    The incumbent will interact closely with world-class public health scientists to understand their bioinformatics needs; provide advice and leadership for new initiatives, and lead the team to meet these analysis and tool development needs in a timely and highly interactive manner. The complexity of these challenges will require unique architectures and approaches to delivery. The incumbent is expected to be familiar with contemporary bioinformatics approaches and modern software design patterns, including Service Oriented Architectures (SOA). He/She will work with stakeholders and team members to affect these architectures and methodologies.

    RESPONSIBILITIES

    • Within the first 30 days, you will work to understand, monitor, and push forward the current bioinformatics projects underway that are ongoing in the SRA team for CDC.
    • On an ongoing basis, consult with CDC clients on design and implementation of bioinformatics analyses and tools as well as software solutions.
    • Lead SRA's bioinformatics and development team working at the SRA office and at the CDC client site.
    • Provide collaborative decision-making approaches for determining the best bioinformatics methods to be used, and mentor the team to effectively implement these methods in a timely manner.
    • Provide leadership in development and implementation of SOA based approaches for deployment of bioinformatics tools and scientific application development
    • Track and report progress on scientific projects to the CDC, successfully coordinating information from Principal Investigator client meetings and SRA internal infrastructure.
    • Prioritize implementation of projects based on urgency of public health needs and the availability of appropriate resources.
    • Handle additional project management tasks; including financial and contractual project management tasks such as: tracking budgets and generating monthly invoicing; tracking task work, and creating biweekly and quarterly reports, etc.
    • Share new bioinformatics conclusions with the scientific community by participating with CDC and SRA team members in publishing results of scientific insights derived from bioinformatics analyses.
    • Attend and present at relevant scientific conferences on project status and progress, sharing insights with CDC and SRA team members.
    • Actively participate in working sessions with CDC scientists, suggesting analytic and development approaches.
    • Lead the CDC and SRA to utilize the most current techniques and methods in bioinformatics to support public health needs.
    • Work collaboratively with other SRA contract teams to affect efficiencies as possible.

    REQUIREMENTS

    • Bachelors and 6+ years related experience (or equivalent combination of higher education and experience)
    • Experience in current bioinformatics / computational biology with hands-on knowledge in manipulating and analyzing High Throughput Data (especially Next Generation Sequence data and its analysis), comparative genomics, and/or phylogenetic analysis tools and techniques; and building systems to support these data flows and/or utilizing.
    • Proven hands-on experience performing leading edge bioinformatics analysis and development, both individually and by directing a team.
    • Experience in or leading teams in scientific application development
    • Familiarity with contemporary enterprise integration patterns and Service Oriented Architecture, particularly as they may be applied to bioinformatics tool and scientific application development.
    • Some Programming experience in one or more of the following languages Perl, Python, R, C, C++, Oracle, MySQL or other relational databases, or related technologies.
    • Familiarity with biocomputing issues, with HPC clusters, cloud, etc.
    • Experience managing a team of scientists and/or engineers, directing their research projects through suggestion of bioinformatics approaches and coaching.
    • Experience to discuss scientific concepts effectively with other researchers
    • Proven project management experience to monitor and drive progress of scientific research projects and/or software development projects to completion.

    PREFERENCES

    Desired:
    • Masters or PhD is strongly preferred
    • Excellent communication skills, both verbal and written
    • Experience with financial forecasting, invoicing, and budgeting
    • Experience with pathogens, especially bacterial
    • Experience with public health issues.
    • Experience with CDC and/or the CDC EPLC process.
    • Commercial software development or large-scale genomics core experience would be very helpful, as would be exposure to industrial bioinformatics.
    • PMP or Agile Certified Practitioner (PMI-ACP) is a plus
