BACKGROUND:
Lawrence Berkeley National Lab's (LBNL, https://www.lbl.gov) Center for X-ray Optics group (CXRO, https://www.cxro.lbl.gov) within the Material Science Division (https://www2.lbl.gov/msd/) has an opening for a Program Manager to work alongside the CXRO Director, who will coordinate scientific activities of CXRO and liaise with Lab leadership and external sponsors and partners.
CXRO is a world leader in soft-x-ray and EUV science and technology developing and operating advanced experimental systems to address national needs, support research in material, life, and environmental science, and extend the forefront of semiconductor manufacturing. Through three decades of diverse industry partnerships, CXRO has established the world's premier EUV lithography research facility.
RESPONSIBILITIES:
What You Will Do:
Strategic/CXRO Director Support:- Serve as consultant to CXRO Director on complex business issues, the development and execution of long-range objectives and strategic initiatives.
- Interface with agency sponsors on complex technical and programmatic issues.
- Acts as liaison with federal, state, and local agencies and representatives, industrial corporations, and others whose activities may have a significant impact on the program
- Work collaboratively with CXRO Director and liaise with government affairs staffers at Berkeley Lab to identify compelling strategies for educating local, state, and federal elected officials on the importance of advanced semiconductor manufacturing science
- Responsible for coordination of the recruitment, composition, and timely submission of various technical documents/reports required by various agencies/sponsors
- Determine program requirements, estimate budget requirements, develop proposals, and recommend strategic objectives
- Secure and coordinate the delivery of critical institutional support services to CXRO including space, environmental health and safety, human resources, legal, contracting, and/or security
- Develop and execute internal and external communications strategies
- Coordinate and ensure successful collaboration/cooperation among the researchers and supporting organizations, sponsors
- Coordinate and lead program and project meetings with sponsors and industrial consortia
- Track day-to-day activities and operations, including resource allocations and staffing decisions, recruitment, direction and coordination, and develop solutions to potential issues or hurdles, and analyzes the metrics of success for the programs
- Ensure a diverse and inclusive work environment
- Periodically meet with all team members and coordinate and supervise the high-level milestone/deliverable targets generated by each scientific sub-team
- Regularly meet with scientific sub-teams assessing intra and inter-team dynamics and cohesion and implement team building strategies
- In Addition to the above responsibilities the position may also include:
- High level of autonomy in addressing complex business issues
- Independently lead the development and maintenance of long-range strategic plans
- Independently liaise with government affairs staffers at Berkeley Lab to identify compelling strategies for educating local, state, and federal elected officials on the importance of advanced semiconductor manufacturing science
- Independently propose new synergistic research directions and establish corresponding relationships with relevant funding agencies and industries
What is Required:- Bachelor's or advanced degree (Ph.D. preferred) in chemistry, chemical engineering, physics, materials sciences, optics, electrical engineering, or related area, and/or equivalent training experience with preferably a minimum of 8 years of work
- Experience including program planning, scheduling, and budgeting
- At least two years of experience in research project management is preferred
- Excellent problem-solving skills; ability to research and analyze complex situations critically, act decisively, and clearly convey information to others
- Demonstrated knowledge and skills in program planning and resource management
- Excellent and effective verbal and written communication skills, including public presentation experience; able to articulate complex scientific and technical issues for both technical and non-technical audiences
- Proven ability to work independently to initiate, monitor, and complete projects of varying scope and magnitude (e.g., technical report composition, editing, final assembly, creative design for various outreach communications, etc.)
- Demonstrated skill in analyzing technical information and synthesizing large amounts of data for a given outcome with strong attention to detail
- Ability to work effectively with diverse constituencies within (e.g., Lab management, principal investigators, technical staff, support organizations, and post-docs) and external to the institution (e.g., sponsors, research partners, advisory committees)
- In-depth knowledge and understanding of applicable science and its related terminology
- Ability to use discretion and maintain all confidentiality
- Ability to use sound judgment in responding to issues and concerns
- Ability to lead, motivate and provide clear guidance to a project team
- General knowledge in the management of complex research programs with diverse requirements
- Ability to organize the development of complex scientific proposals including identifying and coordinating the scientific team both internal and external
- Ph.D. preferred in a discipline related to Lithography and/or Semiconductor Manufacturing with ideally with a minimum of 12 years related work experience in the management of complex programs
- > 5 years of research experience in Lithography and/or Semiconductor Manufacturing
- > 5 years technical management experience
- Broad familiarity with Lithography and/or Semiconductor Manufacturing
- Demonstrated experience developing collaborative relationships and networks for programs and marketing new research opportunities
- Demonstrated experience in championing large-scale scientific and operational initiatives from conceptualization through completion
- Experience developing long-range objectives and strategic plans for new Divisional or Laboratory multidiscipline initiatives
- Knowledge and experience interacting with industry sponsors on large-scale programs
- Knowledge and experience interacting with Federal Funding agencies
- This is a full-time career appointment, exempt (monthly paid) from overtime pay.
- This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.
