EMBOSS version 3.0.0 was recently released. It can be downloaded from here:

The Rosalind Franklin Centre for Genomics Research, where EMBOSS was hosted for a while, is closing down. So the project will make use of resources at the Open Bioinformatics Foundation as well as those at SourceForge.net.
