There are many good government institutes in India that are providing bioinformatics training. In northern India, IIT Delhi is one of the premier institutes in this field. They have many departments, such as the Biochemical Engineering and Biotechnology Department (http://www.iitd.ac.in/deptt/beb/). And another is the Supercomputing Facility for Bioinformatics & Computational Biology, in the Chemistry Department (http://www.scfbio-iitd.res.in).
