From their homepage[1]:
"The purpose of this website is to help scientists to become more aware of Open Source Software: what it is and how it may help them in their scientific research, as well as what OSS tools are avaible to them; and to encourage software developers to release their code in an Open Source model to make the software better.
"We hope that through this website, life scientists can locate existing software projects that may already do what they are trying to accomplish, find solutions to problems that they may thought were impossible."
The website is hosting a petition[2] that seeks to "keep publically funded research public" Here is an excerpt from the petition:
"We believe that researchers supported by publically-funded grant agencies should be required, as a condition on funding, to publish any source code under an Open Source[3] or a Free Software[4] license. Such licensing is the software equivalent of peer-reviewed publication of research results."
