    BACKGROUND

    SAIC-Frederick Inc., a wholly owned subsidiary of SAIC, is accelerating the development of new technologies and treatments for patients with cancer and AIDS. SAIC-Frederick is the operations and technical support contractor for the National Cancer Institute at Frederick, a federal national laboratory.

    The mission of the Center for Strategic Scientific Initiatives (CSSI) is to create and uniquely implement exploratory programs focused on the development and integration of advanced technologies, trans-disciplinary approaches, infrastructures, and standards to accelerate the creation of publicly available, broadly accessible, multi-dimensional data, knowledge, and tools to empower the entire cancer research continuum for patient benefits.

    RESPONSIBILITIES

    The individual will work within a SAIC-F team partnering with staff in the Center for Strategic Scientific Initiatives (CSSI) in creating novel, experimental approaches for addressing fundamental questions in cancer using unique, physical-based measurement high content screening of human biospecimens. The position involves 1) translating experimental designs and protocols into Requests for Proposals to obtain the novel unique, physical-based analyses under subcontract to SAIC-F, 2) supporting the selection process to identify successful proposals, 3) managing the performance and quality of work by subcontractors, 4)supporting the analysis, storage, and dissemination of new data developed by the subcontractors, and 4) coordinating with the SAIC-F Cancer Human Biobank (caHUB) team to procure the human biospecimens used for analysis. In addition, the individual will provide professional-level, subject matter expertise in their field to a broader team developing bioinformatics and medical informatics software solutions.

    REQUIREMENTS

    Possession of a Ph.D from an accredited college or university in experimental pathology, cancer or tumor biology, physiology, biophysics, cell biology, molecular biology, or related field or eight (8) years of equivalent experience in lieu of a degree. Foreign educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States.

    In addition to the educational requirements, a minimum of eight (8) years post-doctoral experience in developing and executing novel experimental designs addressing fundamental questions in normal or tumor cell biology or serving as the scientific Program Manager on large scale projects developing tissue procurement, biobanking, bioinformatics, molecular biological, or cellular biological technology for Federal or Commercial customers. Must have demonstrated experience in project or organizational financial management.
    The successful candidate must have 1) exceptional communication skills to work closely with numerous stakeholders from diverse organizations, 2) demonstrated ability to communicate clearly with all levels of scientific personnel and administrative staff through written and oral presentations, 3) demonstrated success in previous, post-doctoral-level positions with evidence of both independent thought and leadership, and 4)experience working in a highly integrated, multi-disciplinary environment. This position is subject to obtaining a Public Trust Clearance.

    PREFERENCES

    Experience in managing the development and deployment of software or data systems that are subject to regulatory requirements in the biomedical domain, including those that are subject to 21 CFR Part 11, HIPAA, FISMA, Section 508 of the Rehabilitation Act, and OMB Memorandum M-06-16. Contract acquisition and management for scientific, engineering, or informatics services.
