    ``The PITAC [President's Information Technology Advisory Committee] believes the open source development model represents a viable strategy for producing high quality software through a mixture of public, private, and academic partnerships. This open source approach permits new software to be openly shared, possibly under certain conditions determined by a licensing agreement, and allows users to modify, study, or augment the software's functionality, and then redistribute the modified software under similar licensing restrictions. By its very nature, this approach offers government the additional promise of leveraging its software research investments with expertise in academia and the private sector.''

The President's Information Technology Advisory Committee needs to promote jobs in America. Currently, approximately one million foreign workers on H-1B visas are taking jobs from Americans. Over 300,000 foreign workers on L1 visas are taking jobs from Americans. With high unemployment and age discrimination in IT the focus in 2003 needs to be on jobs. Until PITAC focuses attention on jobs in America they are useful only to corporations such as Microsoft and therefore in danger of being a puppet committee pandering to corporate needs. PITAC needs to make a difference not just to Microsoft & Dell, but to American citizens also.
