Genetics of Skin Color

I have a pretty basic and probably stupid question for those here. Can a person who "looks" entirely dark skinned, and a person who "looks" entirely light skinned, produce a child who is the same amount of "dark" or "light" as their parents? If not, is it because the color of skin tone is a mix between the two pigments? Thanks.
