I can't imagine this is a serious problem, probably more of an irritation, as Dr. Bleasby puts it. AFAIK, bioinformatics is pretty well funded in Europe. EMBOSS will simply have to find a new home in Europe, and I'm sure that more than a few labs there would be glad to have it.
